osetc PARTICIPATES IN THE SEMINAR ON PHILIPPINE TREATY LAW and Practice

The Office of the Special Envoy on Transnational Crime (OSETC), represented by Mr Angelo De Leon and Josua Mariano, attended the “the Seminar on “Philippine Treaty Law and Practice” for Government Agencies” at 14th Floor, Elpidio Quirino Hall, DFA Building, Roxas Blvd., Pasay City on 20 October 2017.

 

 

The said seminar was facilitated and organized by the Department of Foreign Affairs Office of Legal Affairs (DFA-OLA). The discussion commenced through Assistant Secretary Eduardo J Malaya, DFA OLA. This was participated in by relevant government agencies in order to harmonize and synchronize knowledge on drafting MEMORANDUM OF UNDERSTANDING and MEMORANDUM OF AGREEMENT (MOU and MOA) by its main difference and particular terminologies being utilized. The following were the content and focus of the presentation: (1) Allocation of Foreign Relations Powers; (2) Philippine Foreign Policy; (3) Classification of Agreements; and (4) Drafting and Procedures of MOA and MOU.

 

Atty. Malaya emphasized to everyone that using of fixed terminologies reflected in the provided seminar ringbind material, should be properly and religously observed upon drafting of MOA/Treaty or MOU by the government agencies in order to minimize the number of corrections implied on the pertinent documents received and forwarded to DFA-OLA.
