osetc attends the CONFERENCE/MEETING DURING THE VISIT OF THE NATIONAL SECURITY DIVISION OF THE U.S DEPARTMENT OF JUSTICE

The Office of the Special Envoy on Transnational Crime (OSETC), attended the conference/meeting re Visit of National Security Division at PCTC attended by Mr. Josua Mariano, Mr. Angelo de Leon and Ms. Janet Mangibin, Desk Officers of OSETC held at the PCTC Conference room on March 15, 2017.

The meeting was sponsored by the National Security Division of the U.S Department of Justice, headed by Atty. Lolita Lukose a trial lawyer for the Counter-Terrorism Division. It was attended by representatives from the following:

a.   Philippine Center on Transnational Crime;

b.   Presidential Anti-Organized Crime Commission; and

c.  Office of the Special Envoy on Transnational Crime            

Atty. Lukose emphasized on the importance of sharing information with the Government Agencies especially those who are in-charge of the state’s security such as the FBI and the CIA wherein before the 911 terrorist attacks there was this virtual wall between them. Atty. Lukose stressed that a good relationship between agencies along with the local authorities through informal meetings might be more efficient rather than a formal setting.

The speaker repeatedly emphasized that to get a conviction on terrorism; evidence for a probable cause will not suffice. There should be hard evidence for a proof beyond reasonable doubt. Otherwise all the efforts will be of waste. Hence all the help and cooperation of all concerned agencies as well as the local authorities (police) is of paramount importance.
