The OSETC represented by PCSUPT Virgil F Bombita (Ret), Deputy Special Envoy and Ms. Alyanna Joy S. Jaucian, Desk Officer, attended the meeting on ASEAN Security IMPLAN held on April 24 & 25 at OSETC Conference Room and Bureau of Immigration, Ninoy Aquino International Airport (NAIA) Terminal 3, respectively.  It was participated in by the following permanent member-agencies:


a.      Philippine Center on Transnational Crime (PCTC);

b.     Anti-Money Laundering Council (AMLC);

c.      National Bureau of Investigation (NBI);

d.     National Commission for Culture and the Arts (NCCA);

e.      National Museum (NM);

f.       Optical Media Board (OMB);

g.      Philippine Coast Guard (PCG);

h.     Philippine Postal Corporation (PHLPOST);

i.        Philippine Drug Enforcement Agency (PDEA);

j.        Philippine Overseas and Employment Agency (POEA);

k.     Philippine Ports Authority (PPA);

l.        Philippine National Police – Aviation Security Group (PNP-AVSEG);

m.  Philippine National Police – Maritime Group (PNP-MG);

n.     Philippine National Police – Directorate for Plans (PNP-DPL);

o.     Bureau of Fire Protection (BFP);

p.     National Coast Watch Center Secretariat (NCWCS); and

q.     Office of the Special Envoy on Transnational Crime (OSETC)




The purpose of the first meeting was to discuss the roles, participations, and tasks of the members of IP NCB-Manila INTERPOL Major Events Support Teams (IMEST) and INTERPOL trained personnel from other Law Enforcement Agencies and PNPDirectorate for Operations (DO) as the OPR in the implementation of the PCTC tasking during the 30th ASEAN Summit and related meetings on April 26-29 in Manila. The purpose of the IMPLAN was to ensure the effective and efficient implementation of security measures relative to the aforementioned event. The second meeting purpose was to capacitate respective law enforcement agencies with regard to the policy and operational guidelines of the Manila International Airport Authority (MIAA). 


PCTC, PAOCC, and the OSETC will serve as the special oversight committee of the IMPLAN. Respective representatives of member-agencies of National Law Enforcement Cooperation – Sub Committee on International Law Enforcement Cooperation (NALECC-SCILEC) will then be divided into three (3) groups (Alpha, Bravo, Charlie) and each group will be deployed to designated NAIA terminals for two days according to their group schedule. The deployment starts on April 26 to May 1.


The OSETC represented by Ms. Alyanna Joy S. Jaucian together with Agent Mark Anthony Viray of PDEA and PSSUPT JOSELITO PAJARILLAGA of PNP-DPL were assigned to NAIA Terminal 3 on April 26, 2017 at 8:00 AM – 8:00 AM of the following day. Set of rounds were conducted by the team and ocular inspection around the terminal with no untoward incident happened.
