US EXPORT CONTROL AND RELATED BORDER SECURITY (EXBS) PROGRAM CONDUCT TECHNICAL LICENSING WORKSHOP

In cooperation with the Department of Trade and Industry (DTI) – Strategic Trade Management Office (STMO), the US Export Control and Related Border Security (EXBS) Program conducted a Technical Licensing Workshop and STMO Tabletop Exercise last 12-15 September at the Dusit Thani Hotel, Makati City.                                                                                                                                                                                                                                                                      Desk Officers, Mr. Gene N Gesite Jr and Mr. Angelo De Leon, represented the Office of the Special Envoy on Transnational Crime (OSETC) to the said activities. The other offices represented were as follows: Anti-Terrorism Council – Program Management Center (ATC-PMC), Bureau of Customs (BOC), Department of Environment and Natural Resources (DENR), Department of Justice (DOJ), Department of Trade and Industry - Strategic Trade Management Office (DTI-STMO), Food and Drug Administration (FDA), Philippine National Police – Firearms and Explosives Office (PNP-FEO), Philippine Nuclear Research Institute (PNRI) and the Philippine Economic Zone Authority (PEZA).

 

 

The discussions revolved around the know-how of Biological, Nuclear and Dual-Use goods and their application to missiles and other similar equipment. The speakers also shared how the United States implement its licensing system and what are the best practices that the Philippines may adopt in order to ensure proper and successful execution of the Strategic Trade Management Act (STMA).

 

 

On the other hand, the tabletop exercise conducted on the last day has proved to be very helpful in validating the process that the STMO will be implementing once they start their full operation. It was acknowledged in the end that there are still things that the STMO must discuss with other relevant implementing agencies for efficient and effective working relationships.
